Struct ProviderHealthBuilder 

pub struct ProviderHealthBuilder { /* private fields */ }

Mutable builder that accumulates per-provider health observations and can produce a ProviderHealthSnapshot on demand.

ProviderHealthBuilder is Clone + Send + Sync. All clones share the same underlying Arc<Mutex<…>> state.
