Variants

Primary

Always use the highest-priority healthy provider.

Fallback

Use the next available provider; reason explains why the primary was skipped.

Human-readable reason for the fallback (e.g. "primary rate-limited").

LoadBalanced

Distribute load proportionally according to the supplied weights.

(provider_id, weight) pairs; weights need not sum to 1.
