Ordered list of Plugins executed sequentially on each request/response.

Plugins run in insertion order. If any on_request hook returns Err(PluginError::RequestRejected), the chain stops and the error is propagated. on_response errors are collected but do not short-circuit the remaining response plugins.

Run on_response for all plugins in order.

Continues even if individual plugins return an error (errors are returned at the end as the last encountered error).

Return the number of plugins in this chain.

pub fn is_empty(&self) -> bool

Return true if no plugins are registered.
