Maximum number of retry attempts before failing a request.

retry_base_ms: u64

Base delay (ms) for exponential backoff. Must be ≤ retry_max_ms.

retry_max_ms: u64

Maximum delay (ms) cap for exponential backoff.

circuit_breaker_threshold: u32

Number of consecutive failures before the circuit breaker opens.

circuit_breaker_timeout_s: u64

Seconds to keep the circuit breaker open before allowing a probe.

circuit_breaker_success_rate: f64

Required success rate (0.0–1.0) over the sliding window.
