Rate limiting configuration.

Controls the token-bucket rate limiter that caps inbound request throughput. When enabled, requests exceeding the allowed rate are rejected with HTTP 429.

This type never panics.

Maximum sustained requests per second (token refill rate).

burst_capacity: u32

Maximum burst capacity above the sustained rate.
