Retry budgeting with exponential backoff tracking.

Provides per-key retry budgets with configurable backoff strategies, time-based budget enforcement, and per-attempt history recording.

Record of a single attempt.

BudgetReport

Summary report of a RetryBudget’s current state.

RetryBudget

A budget that limits how many times an operation may be retried, and for how long in total.

RetryPolicy

A collection of named RetryBudgets, keyed by an arbitrary string (e.g. provider name, endpoint, or request type).
